bye-bye. right now, live at five,how one iowa distrcit is taking a big step in making their students safer - with the hopes to start a trend around the state. first let's right now live at five -- live at 5 . let's check in with terry swails for the weather first forecast. it is not too bad for trick-or- treaters this evening. the 60s right now are a good 10-12 degrees above what is typical. in that respect, a good halloween in eastern iowa. for trick-or-treaters this evening, temperature should be around 60-62 degrees. we will have a few clouds around and you can see on the radar there is no rain and we won't have to deal with any of that tonight or during the day tomorrow. as we check out the headlines here, you will notice that tomorrow we start november and

lower 70s. by wednesday, pain returns to the forecast and in the southern counties it looks like there could be rain. we start tomorrow with 55 degrees at 6:00 a.m. and by tomorrow afternoon we will be above 70 degrees. we should have rain by wednesday afternoon. the national highway traffic safety administration has recommended that school buses have seatbelts. one school district decided to take action. steffi lee is with one district equipped with lap and shoulder seatbelts."students from several schools using this one bus will have to wear seatbelts as part of a study by des moines public schools. director of transportation todd liston says while the national highway traffic safety administration suggests all school buses have seatbelts -- sot: todd liston, 09:46:06:18 'there's not a lot of real data about just how

those concerns are traffic along edgewood road, water run off, and the development by non profit, common bond communities, would have set some units aside for homelessness.corbett say conversations like the one with flange are importantrtant to have. mellaney? university of iowa public safety says they're expecting halloween to be a busy night.. night..from ten o'clock at night until six o'clock in the >> reporter: that the department of public safety says that they expect halloween to be very busy from 10:00 at night until 6:00 in the morning night ride will provide a free and self -- safe way to travel. the service was open for just increased the number of people using the service. it is about 130s -- 130 students per night. all of the buses have cameras and microphones. users can order a ride and the driver knows who has ordered the bus and where they are supposed to get off.>> it's a great idea. a lot of guys when you are out at night, you want to get out and have at -- and get back home without something

>> reporter: if you would like to learn more about the night ride service or the phone app, we have more information online at covering the corridor work and iowa city, mellaney moore, cbs 2 news live at 5 i concerned about body cameras on officers at iowa state university. officers began wearing body cameras this summer and the policy is not common knowledge. that's because the department has not adopted a formal policy and is not set a timeline on when one will the department recommends agencies in place before the body cameras or put into place. it gives an understanding of when the body cameras are on or off. officers are constantly working to meet the demand. in the corridor there have been some bumps in the road. dora miller spoke to local law enforcement a joins us live in

>> reporter: the major issue is the cost. these can cost hundreds to thousands of dollars per camera. another setback is policy development. the policy is ongoing and the have not ordered the cameras yet. when the plan is complete, all deputies who do not work in the jail well wear them. the cedar rapids police department says they are moving along and they plan to finalize the policy very soon.>> we have done a pilot and we have selected the model that we want, and reason that we have been very deliberate in this process. we would like to get it right the first time.>> reporter: waddy cameras sound like a quick fix at the time, but departments that have had them for years say there is more to it than the eye can determine. covering the corridor or and cedar rapids, dora miller, cbs 2 news now we turn to chief meteorologist terry swails for the forecast is the month of

iowa for the past 24 hours. you will notice the temperatures this evening will be in the range of 60-62 degrees. there will be clouds, but no rain expected. wind will be gusty up to 20 miles per hour which will add a festive atmosphere to the evening ahead. here is the radar showing no rain across eastern iowa for tonight or into the morning hours. we have a dry morning drive ahead of us which is the trick-or-treaters as well. there are clouds in eastern iowa, but i think later tonight there will be a break from the clouds. there should be a break in the clouds tomorrow and then the next front arrives late tomorrow night and especially wednesday. it does look like that will bring some showers and perhaps some isolated thunderstorms to eastern iowa. we will go to the predictor and as we mentioned, the class within out after midnight

more show up in the skies as a front rolls into eastern iowa and then stalls out. eventually energy will move along that. we will take you from when -- midnight wednesday night into the overnight and you can see that rain starts to develop and it spreads to eastern iowa. by the time we get up on wednesday morning, there will be scattered showers and a few thunder showers. that will be for most of the day on wednesday. at this point, it looks like southern counties. heavier rains -- lighter rain to the north and heavier in the south. it will also be a little cooler. here is the model which shows how much rain may fall in eastern iowa. notice to the north there is not much more than sprinkles. you get to highway 20 and the amount goes up. highway 30 is another big cut off. three quarters of an inch to over an inch of rain will be a

trade -- storm takes the track we are expecting. this will be late tomorrow night and especially during the day on wednesday. tonight's forecast just has partly cloudy skies with a lot of trick-or-treaters around. temperatures range from 50-54 in the northern counties. down to the south, expect temperatures to hold in the mid- to upper 50s. maybe 54 in monticello and in tama 53. overall partly cloudy skies with a south wind at tomorrow we will have highs around 66-67 degrees. further to the south, look at the numbers to start november. 74 in washington and 72 in cedar rapids. the height -- the normal high is around 55 and we will be well above that. the wind will switch to the north and we will have rain sometime wednesday and it will be a cooler day. is still looks like the weather is going to be pretty good
